Following initial trials by various German transport operators, the first tram in Leipzig to offer a full TV service has been running since May. Spearheaded by tram and bus company LVB, the system combines a cleverly devised editorial approach with the latest transmission and broadcasting technology. By late autumn, many of LVBís trams are set to be showing programmes 24 hours a day.

Cargo-tram in the city of Erfurt?
To deploy a cargo-tram as backbone of a city-logistics concept that aims at combining the supply of inner-city retail outlets with the collection of recyclable materials is currently the subject of a feasibility study in the city of Erfurt. The study comprises the definition of technical requirements, operating concept, as well as an evaluation of the economic feasibility and impact on employment together with an estimation of the scale of acceptance to be expected. First results prove that the technical features of such a concept constitute no fundamental difficulties.

Turku/Finland was the first city in the world using contacless smartcards in public transport. A questionnaire in Turku last year shows the feelings of the users of electronic tickets: The customers are very open-minded about the new technology. In some cases they have contradictory expectations to the smartcards. The customers donít appreciate all technical features that could de realized. It is necessary to respect customersë wishes when planning the system.

Since the new and strict public procurement law came into force in 1999, which gave the bidder important rights to sue the public contractor, several court decisions were made. They treated the problem of the qualification of public transport contracts as a service contract in contrary to a contract about subsidies or concessions, the choice of the procurement procedure, the essential elements of a public transport net, and the necessary contents of the description of the transport service contract.

The demands on material and processing of vehicles for public transportation are high. A new welding system proceeds the utilization of aluminium. Twice up to three times higher welding speed without loss of quality is reached by the use of the so-called T.I.M.E.-Twin-process at Alstom LHB, Salzgitter. Reasonable features due to increasing processing progress are highly qualified welding staff, optimal use of welding machines and a strictly quality-management control.

Public Transport in a liberalized market
Competition in road-related public transport is neither a threat nor a remedy. Up to now, tenders in the Munich public transport system have revealed favourable effects on public transport. In a liberalized market it is essential to harmonize the diverging interests of the participants in public transport. The joint local political authorities are apt to fulfill this task. In future, it is also essential to take into consideration the growing influence of the local political authorities and to reengineer the financing structures of public transport in order to guarantee a sufficient financial supply in view of the rules of the EC.

Strengthening of Local Traffic Plans
The amendment of the German Law on Public Transit has set the task to the public transit to satisfy the needs relative to the transport of the population without giving to the
bodies responsible the necessary scope. Moreover, there are considerable uncertainties and even contradictions between the European and national legal bases for the public transit. All this aggravates for the districts as bodies responsible to offer to the population sufficient public transit services at the most cost-effective costs. Therefore, the amendment of the EC-directive 1191 should be used to harmonize the legal bases and to strengthen the rights of the bodies responsible.

Transport Associations and the Competitivity of the Transport Enterprises
The article deals with the relation between the transport enterprises and the transport associations. The author comes to the result that the associations are and will essentially be above all a cooperation of transport enterprises. Associations are a result of the diversity of enterprises which is intended especially in view of the future competition. Even on conditions of competition, associations are reasonable and feasible. But the enterprises must have the possibility to use the competences of their enterprise and to accentuate their profile within the associations. This is possible with good will, understanding for the new role of the enterprises and structures and rules of the game adapted to this role and this serves in the end the efficiency of the system of transport associations.

growing manner with the different risks of their business. The cause for this development one finds in the german Kontrag, wich is a law for better control and transparency in the enterprise sector and a legal specification of the duty of general management to establish Risk-Management-Systems. The article describes several steps as parts of the risk-management-system in the Aken Transport Society Aseag and the way of successful implementation of the system and the process of risk-management in this enterprise.
