In Kassel, the clients´ interests are taken into account in the fields of infrastructure, vehicles and service to the client. Dissatisfaction influences the demand. Since 1997, the KVG carries out surveys in order to analyze the passengers´ expectations and satisfaction. The results are taken into account for the further services and the employees´ qualification.

The liberalization and regionalization of the rail local traffic have created new requirements and fundamental conditions for the technical services of rail vehicles. Centralized and internal auxiliary processes have become autonomous service products offered in a decentralized way. Legal and Regulatory Measures for Sustainable Urban Transport
LEDA is a recently finished RTD project commissioned by the EC. Research was carried out into some 200 legal and regulatory measures and their effectiveness in promoting safer and more environmentally friendly travel patterns in 40 European cities. The project demonstrates that the major barriers to transferability of effective measures lies to a great extent in a lack of political will and public acceptance, rather than in the differing legal and administrative frameworks across Europe.

Optimization of Route Choice Models for Public Transport
For a traffic forecast model sensitive to transport policies and infrastructure measure, a realistic representation of the status-quo situation is an essential prerequisite. Apart from the traffic supply, algorithms for the route choice model and the calibration of the origin-destination matrix are important parameters when simulating the public transport side. The article presents how to achieve a sufficient accuracy of the traffic assignment with additional extensions of route-choice model and matrix calibration methods.

Park-and-Ride combines the advantages of the automobile in the rural area and the
public transport in the city. However, often the offer does not live up to the demand. As an argument against an extension, the necessary financial expenditure is frequently named. This article will show how a sufficient park-and-ride system can be offered also under difficult basic conditions: inexpensively through reduced measurements of parking lots, attractively through a standardised provisioning and findable through clear signposting.

What makes town bus systems successful?
The number of small town bus systems is still increasing. But when local politicians have to decide about spending (more) money on the bus, they often have difficulties to quantify of the costs and the success of the system. The decision would be easier if there was a possibility to compare the own system with some others. The ÑOSCì-Study shows various numbers of nearly one hundred small town bus systems and explains some factors which may lead to more passengers and less costs.

Analysis of the Competition for Regional Rail Passenger Services in Germany
The article investigates the intensity of competition for regional rail passenger services in Germany from 1996 to 1999 using data mainly provided by the so-called Aufgabenträger. It finds that with competition being fairly rare the amount of tendered services even declined in recent years. State-owned carrier DB AG could win more than half of the tendered services followed by DEGV. Despite of DEGV representing DB AGís strongest rival, private companies have played a minor role in this game up to now. Accomplished reduction of subsidies and improved service quality respectively provide an indication of the potential for enhancing efficiency in this market.
