Fulda reduces costs by 20 per cent
The new organisation of the transport enterprise in Fulda (Überlandwerk Fulda AG (ÜWAG)) demands not only organisational measures but also new regulations regarding collective wage agreements in order to reduce the costs of personnel in the long run. A subsidiary company of transport (ÜVG) has been founded which applies the collective wage agreements of the private bus enterprises. The whole transport company and thus almost all employees of the former transport enterprise of the ÜWAG have been transferred according to § 613 a of the BGB (transfer of enterprise) to the ÜVG. The reduction of the costs of personnel has been accompanied by the replacement of the previous supplementary assurance by a funds of indemnity applicable to several enterprises. The details of the transfer of enterprise have been regulated by agreements on an enterprise level.

Better Profitability Thanks to the Electronic Fare Management
The transport association of the Rhine and Ruhr region will introduce the electronic fare management. The article deals with the expected changements regarding the clients behaviour and the attitude of the enterprises towards its passengers. The smart card will permit an optimization of the structures of distribution which will lead to a reduction of costs. The author finally describes the necessary measures of communication in order to introduce the new system.

EC Proposals Regarding the Legislation on Concessions
The EC has published a proposal for a regulation concerning public service requirements and the award of public service contracts in passenger transport by rail, road and inland waterway. The author has analysed the importance of this proposed regulation in respect of the existing EC-Public Procurement Law. As a result, the new regulation could only be applied in respect to consessions of public services and in respect of service contracts in passenger transport by rail and waterway, but not in respect of passenger transport by busses.

New Generation of Tramways
The Rheinbahn in Düsseldorf has the intention to replace the eight-axle tramways and its motor trailers dated from the sixties by modern low-platform vehicles. A 40 meter long tramway with 234 places which is characterized by a unique design has been created on the basis of the Combino system. 36 of these ten-axle vehicles have already been ordered. For a shorter eight-axle version exists an option of 15 vehicles. Early in 2003, all vehicles are planned to be delivered.

New Window System Reduces Costs
If a pane glued in a vehicle is irreparably damaged, the costs of repair are considerable. The aim of each transport enterprise is a minimum of maintenance costs combined with a maximum of availability of the vehicles. These demands have been realized in case of the development of the new system of quickly exchangeable windows. This system permits to exchange a window within twenty minutes, if necessary independently of a workshop. During the working life of the vehicle, the costs can considerably be reduced in the field of repair.

Uniform Technology of Arrangement for all German Public Transit Railway Stations
Some years ago, the German Railway has started a concept of modernisation in order to achieve a largely uniform standard for the public transit stations concerning automation, information equipement and facility management. The new stations are characterized by a most developed technology of arrangement and they set an example to the existing public transit stations. The Lon-Works-technology has been chosen as key-technology. The aim is to garantee a high profitability of the buildings with a maximum of service, security and cleanliness.

Which Railroads for Which Demands Made on the Traffic?
Within the framework of different studies, roads with unconventional railroads have been examined, above all railroads at street level with separated modes of transport as well as special railroads with semi-elevated boards and single lanes. The results of the studies and recommendations for the application for all forms of railroads in question which are recommended according to the directives of the installation of main roads are now available. On the basis of these results, it is now possible to formulate recommendations and fields of application for traditional and unconvential forms of railroads.

Park and Ride: Useful Even in Small and Medium Sized Towns
Although transport requirements in small and medium sized towns are different from those in metropolitan cities, some examples show how park-and-ride can be a useful complement to public and private transport. The following trip purposes were identified for park-and-ride: shopping, visiting special events, tourism and work. The article describes park-and-ride services in Erfurt, Soest and Oberstdorf. From the experience of these and other towns the authors make recommendations on principles for the location, design, operation, maintenance, finance and marketing of park-and-ride facilities, which were in more detail also published as guidelines by the German Road and Transport Research Board.

New Arrangement of Regional Public Transport in the Czech Republic
The article describes a new law arrangement of the regional public transport in the Czech republic. The regions are for the order of adequate both bus and rail transport services responsible. The municipalities may through the purpose-groups create the public transport associations in form of commercial limited company with prospective participation of regions. The train-routes within the public service obligations are prefered in rail schedule construction proceedings.

Demand-orientated Method of Distributing Fare Revenue
The competent authorities within the Hamburg public transport executive have agreed upon a demand-orientated method of distributing fare revenue. A procedure was developed in which the joint fare revenue is assigned in a manner which corresponds closely with the actual proceeds of the operator, line and specific territory and in this way takes into account the unique characteristics of the fare structure within the PTE.
