Summary
Five years of the new HVV On 11 January 2001 the Hamburger Verkehrsverbund Ltd (HVV Ltd) celebrated its fifth birthday as managment company for the competent authorities in the HVV. The Hamburger Verkehrsverbund (HVV - public transport planning agency for the Hamburg region) has, however, been in existence for much longer: it was founded as the first public transport planning agency in the world in 1965 and acted as a company for the transport operators. The changes which occurred in 1996 as a result of the establishment of HVV Ltd and the remarkable smoothness of the work within the new stuctures are to be described.

Moreover, from the clients´ point of view it is necessary to offer services of transport and logistics at a level of all transport operators.

Surveys Carried out with Passengers Evaluate their Satisfaction The author gives a summary of the methods on the basis of which the surveys with customers are carried out in order to evaluate the passengers´ satisfaction. He compares approaches orientated towards events neglected up to now by the transport research with procedures orientated towards the characteristics. Finally, the author describes the design of a study made on the passengers´ satisfaction. This study tries to combine the advantages of these two groups of procedures in the sense of a Ñmix of methodsì.

VRR startet Ablösung des Papierfahrscheins
Summary
First Step towards Electronic Ticketing On the way to a comfortable and easy access free of impediments like knowledge of fares and need of coins at hand, the regional authority Verkehrsverbund Rhein-Ruhr (VRR) will provide commuters (as a first step) with a chipcard instead of paper tickets. This brings an advantage to the customer as in a case of a loss of a ticket. The customer may receive a new one without further payment. Furthermore there is no need for the rider to act in any way differently from today while entering or leaving the transport system. The operators will have a new efficient means against fraud. This is achieved by introducing a central blacklist system, with blacklists issued by the operators, integrated by the centralised background system of the VRR and then redistributed to the operators.

Bayerninfo banks on the Integration of the Information on Public Timetables The Bayerninfo as a supraregional transport information system tries to avoid unnecessary traffic and to ensure the necessary mobility by means of reliable information given in time. To this end, most modern technologies of communication are available. The electronic information on public timetables EFA shows the way through Bavaria with the means of the public transit. The aim of EFA-Bayern is the organisation and the operation of an information on public timetables from door to door on a Bavarian level. EFA can be inquired on touch screens in stations and aiports or via Internet and online service. The central office for transport information in Bavaria gathers information on the road traffic in Bavaria.

Initiatives for Noise Regulations for Railbound Vehicles In general the railways are considered to be an environmentally friendly mean of transport. But this is not true with respect to their noise impairments. The lack of governmental regulations has contributed to the fact that the modern state of noise abatement technology is not generally applied. Recently in Germany and the European Union as well initiatives for an improvement of noise regulation for railbound vehicles have been launched. The existing regulations, their deficits and the recent initiatives will be described.

Fuel Cells for Trains? Hydrogen in the transport sector has been used to different ends. At present, its use for the supply of fuel cells in road vehicles is in the fore. On this background, the possibilities of the fuel cell propulsion in the rail vehicle sector have been examined. Among the different types, the so-called PEM-cells come above all in question. Their high electric efficiency as well as the comparatively very advanced production technique for respective applications constitute their advantage. Compared to the effects on the environment and also in view of the whole energy chain, the fuel cell does not obtain better results at the present time than the traditional modes of propulsion. Their advantage compared to Diesel vehicles is their absence of emissions. It is reserved to practical tests to show a general equivalence of tranditional propulsions and the fuel cell technique.

What makes Light Rail Systems Successful? Light rail systems have been experiencing a renaissance on all five continents in the last years world-wide. These success hase the following reasons: high efficiency, good use- cost relation; high adaptability to the urban and town planning requirements; new developments such as low floor systems, computer-aided management, dynamic passenger information and modern track constructions; new areas of application by means of the combined use of regional railroad lines and urban tramnets. It is to be expected that there will be more light rail systems all over the world in the future.

Summary
Semantic instead of Transportation-Policy? In November 2000, the German Federal Department of Transportation, Building and Housing published the Transportation Report 2000. The Federal Government declared it being a statement of its activities so far and submitting the topics for a Concept of an integrated Transportation-Policy [...] for a mobile Future. The respective report is a very interesting example for the role, which semantic plays in politics today. Who is looking for concrete and convincing essential points for the Ñchange of directionì, which is claimed, will have difficulties to find some. Mostly traditional politic is bordered first of all with new progressive sounding terms. Some mass-orientated statements are based on questionable arguments.

New Legal Framework for the Public Transit The commission of the EC demands the free access on the market for all interested as well as the suppression of each form of distortion of competition or discrimination. On 26th Juliy, 2000, the commission has adopted and introduced into the political discussion a new project of decree, which is to replace the decree (EEC) 1191/69. The federal government is of the opinion that this project of decree is unacceptable. Apart from this, the federal ministers of transport accept the competition as a stimulus for innovative ideas, cost-efficient production and improved quality. The decision of the high administrative tribunal of Magdeburg has been verified in an appeal by the federal administrative tribunal.

Step Towards Fair and Efficient Prices External costs cause wrong market signals and thus a sensible lack of efficiency. It is true that the public rail means of transport are the most environmentally friendly ones, but they suffer from the missing internationalization of the external costs. In view of the development of durable transport solutions, the internationalization of external costs is indispensable in order to realize fair and efficient prices between the transport operators.

Investments into Lower Saxony Short-Distance Traffic The Landesnahverkehrsgesellschaft Niedersachsen mbH (LNVG, the Lower Saxony state company for short-distance traffic) controls Lower Saxony's entire state financing of short-distance traffic on both rail and road. The article constitutes a summary of financial expenditure in the years 1996-2000. Promotion funds according to GVFG (act for the financing of community traffic) and to Regionalisierungsgesetz (regionalisation act) are mostly used to be invested. A total of approx. 1.6 billion DM of Lower Saxony funds has been invested in EXPO projects. Improvements have, however, been achieved outside of the Hannover region.
