Summary
Merger Will Reinforce the Local Traffic In the region of Cologne/Bonn, it is intended to improve the public transit, to render it more profitable and to prepare it as a market to the competition by means of a greater cooperation and a concentration of transport enterprises. The centre of this project is the merger of transport enterprises of the towns of Cologne and Bonn. Thus, and in compliance with the norms of the EU market, synergy effects shall be realized thanks to concentration, but also a greater transparency and more enterpreneurial flexibility due to the creation of branch enterprises under a common holding of transport. The first branch enterprise will be from the 1st January, 2002, on a guideway enterprise. Its task will be the supply and operation of the whole light rail rapid transit network and the communal railway network of the region of Cologne/Bonn.

Competitiveness by Entrepreneurship within the Enterprise The DB Regionalbahn Rheinland GmbH (Rhineland regional railway), an enterprise of the Deutsche Bahn Gruppe (DB AG), has conceaved for reasons of competitiveness and orientation towards the client a fundamental modification of its organisation. During several months, an innovative structure with new fields of responsibility and an orientation towards processes has been elaborated which now has replaced the former, very functional form of organisation. The central units responsible for the result constitute three centers of profit in which planning, commercialization and production have a similiar responsilibity. They are supported by six fields of service and a superior function which is occupied with questions of the developement of the enterprise. The new form of organisation which gives responsibility also to levels lower than the management is intented to improve the competitiveness and productivity of the Regionalbahn Rheinland.

Due to limited community budgets and pressure for liberalisation within the European Union Public Transport has to deal with marketing and building modern brands. Vienna Transport started at the beginning of the 90s to create an up-to-date profile. With enlarging the transport system, new technology and better travel comfort. On the other hand Vienna Transport goes new ways in communication. No longer technical approaches are communicated. Instead of tubes or busses people are shown. They tell stories almost everybody has experienced himself when using Vienna Transport. Human touch and emotion create sympathy and most important: A feeling of personal relation between the users and a modern brand.

Information with Method With the turn of the millenium, Hanover has renewed its integrated passenger information, in this case the display of mobility and transport. The technical adaptation of the different transport operators and independent institutions within a network as well as their harmonization in the operational field within a common net control station constitutes an example far beyond the city of Hanover. The up-date of the systems constitutes an important step for a multilingual passenger information on a level of all means of transport and for the whole region. If the conception elaborated for the passenger information system is continually developed, it offers also in future the passenger a clear and attractive information. The improved passenger information offers the transport operators a much better acceptance of the public transit by the client and thus further perspectives in terms of promising solutions for the future.

Video Surveillance in the Public Transit The use of video surveillance in the public transit is legally sometimes problematic. However, the legal difficulties can be controlled and avoided if certain principles are respected before its introduction and during its application. These principles are mainly: examination of the aim of the video surveillance, signboard indicating the latter, mention of the responsible post, inclusion of the employee responsible for the protection of data, enterprise convention, closed circle of persons who carry out the analyses, limited transmission of the video recordings, the rapid erasion of these and detailed service instructions.

Access to the Network Regulated by the Law of Railway Traffic Railway traffic enterprises have according to § 14, 1,1 and § 14, 3 of the general law on railways (AEG) a right to an access without discrimination to the infrastructure of public railway infrastructure enterprises. The respective railway infrastructure enterprise decides on the concession of railway infrastructure capacities; in case of the federal railway, it is the DB Netz AG. The prohibition of discrimination (§ 14, 1, 1 AEG) and the obligation of consideration (§ 14, 1, 3 AEG) are authoritative for the decision. In case of conflicts regarding the layout of a line, the prohibition of discrimination permits a concession of a railway infrastructure on the basis of the highest offer. Additional demands result from the obligation of consideration. It has to protect the rail public transit with a regular frequency ñ especially the local one ñ and it demands a weighing of the conflicting interests. The public transit with a regular frequency generally has the precedence over the competing transit which would cause a modification of the frequency. The obligation of consideration is not valid for the goods rail traffic; in case of conflicts regarding the layout of a line of this traffic, a decision in favour of the highest offer is possible. If a decision of the infrastructure enterprise is contested, the decision of the federal office of railways is necessary. The examining competences of the authorities for the supervision of cartels are not affected.

New Underground, New Tramway The municipal service and transport enterprises of Munich have to enforce and also to modernize their existing rail rolling stock. The replacement in progress of the tramway vehicles will be terminated this year with the putting into service of the 20th low-platform train of four parts. In case of the underground, a new generaton of multiple-unit trains of six parts linked by passages will also be put into service this year. The article describes the technical approaches and those relative to the service to the customer which have led to the development of the new vehicles.

Summary
Application of Energy Accumulators in Local Traffic Systems In order to increase the profitability and the quality of services, the enterprises have to take measures to complete the existing installations in a way that a better efficiency at lower costs is possible. An energy accumulator can be an ideal contribution: at present, the braking energy of the vehicles is still largely transformed into heat as only an incomplete energy exchange with other vehicles is possible due to the system. Energy accumulators are able to accumulate the braking energy and to make it available with a time-lag for the acceleration. Thus, energy which was up to now lost is used within the system. The authors describe the energy accumulators as a possibility to reduce the operating expenses and to be at the same time compatible with the environment. Measurements made in the enterprise in question confirm the highly dynamic behaviour of energy accumulators and confirm the foreseen potentials regarding energy saving.

Reevaluation of Investments The further development of the procedure of the standardised evaluation has made an adaptation of the estimations of costs and values as well as a revision of the assignment to the indicators of assessment necessary. Modifications have mainly resulted from new structures of costs, the extended region of application (which not only contains the centres of agglomerations, but also the outskirts of agglomerations) and from the use of management indicators by means of an ulterior calculation of subsequent costs. The well-proved structure as well as the known procedure in case of the evaluation of the whole national economy have been maintained.
