In doing so, it will be important to retain the associations as an umbrella for an integrated bus/rail system and to continue developing them. The new market structure will demand new powers on the part of the local authorities and multimodal transport associations in the fields of inviting tenders, steering quality and controlling. The VRS and AVV GmbH are efficient, competent companies that are well placed to take on this function. The potential available in the VRS and AVV can be used effectively to deal with all of the tasks occurring in future both at company and at local authority level.

Quality management in the bus division of the Berlin Public Transport Company The quality management system of the bus division of the BVG has been implemented according to DIN EN ISO 9001:2000 recently with the result of a considerable increase in competitiveness. The article introduces into the objectives and methodology of the conception and the implementation of this process- and customerrelated management system. The example of a customer satisfaction survey on a bus line demonstrates how the quality circle of the DIN EN 13816 Transportation services ñ public passenger transport could be used in practice for further service improvements. Basics of the quality information system for a systematic measurement, analysis and improvement of processes are presented.

Das Pilotprojekt Maxx-Ticket für Schüler und Auszubildende im Verkehrsverbund Rhein-Neckar (VRN)
Summary
New ways in school traffic On September 1st. 1998 the VRN has introduced a new low-cost season ticket for pupils and apprentices valid in the whole area of the VRN. The risk of the introduction of this new ticket was minimized by careful calculation and direct marketing measures. The highest priority had the ensurance of the receipts at the same level as similar season tickets. The financial risk for the public transport companies was mainly resolved by guarranted financial support from the public communities, the federal states and additionaly increased fares. The article describes the calculation, the accompaining marketing measures and the commercial results during the pilot-project over a period of three years.

Non-discriminatory access to the tramway network? Todayís licensing system for regular tram services not only covers the provision of transport services but also operation of the infrastructure. Without an amendment to the law, it is not possible to issue a licence for transport services alone. Competitors are therefore prevented from accessing the market by the concept in law of a vertically integrated tram company. This may have implications regarding the admissibility of state aid for infrastructure. Although EC legislation on state aid permits state-sponsored infrastructure measures in principle, it is concerned if specific companies are favoured in terms infrastructure organisation or use. If the rights to use state-aided infrastructure are not granted in a procedure free of discrimination, notification must, under applicable legislation as well as under new infrastructure aid legislation proposed by the European Commission, be given of new aid measures.

Debuts in the bus world In a year without any IAA (Frankfurt car show), the most important omnibus show was staged in Kortrijk, Belgium, from 19 to 24 October 2001. This year, too, there were numerous launches, product modifications and innovations to discover in the world of local public transport. New interurban buses were on show, in particular from Ikarus (E94F), MAN (SÜ 313), Mercedes-Benz (Conecto H), Renault (Ares, 15 m), Scania (OmniLine), Setra (S 317 UL, 13,85 m) and Volvo with their 8700-series. A number of midibuses made their debut too, e.g. from Neoplan (Centroliner N 4407), Omnibus Trading B.V. (Citybird) and Kutsenits (Stario NF).

Compact auxiliary power converter for streetcars The article describes the general conditions and the path to a new auxiliary power converter for streetcars. A particularly compact device was developed which provided high performance without ventilation fans; the mounting position is irrelevant. In field operation the device, which is made up of two independent units fed directly through the contact lines, evidenced a high level of operational safety. Jumping the track by contacts and operation throughout a wide range of temperatures are easily mastered, making it also interesting for streetcar applications with similar performance requirements.

Training for emergency As part of a modernisation program Stuttgarter Straßenbahnen AG (SSB) is using simulation of operation and interlocking BEST by the company Vossloh System-Technik GmbH in Kiel, Germany. With the simulator training of signal-men can be done independent of real operation. The interlocking as well as trains with their realistic movements are simulated. The time-schedule with real data can be implemented easily and though give the trainee the impression of a real signal box. A significant roll of the simulation is the training of hazardous situations, which are not possible in real operation.

Intelligent points of sale systems for a better Customer Care The Stuttgarter Straßenbahnen AG (SSB) has set up two additional customer centres this year in order to improve their customer service. The established personnel continues to provide a rapid and friendly service, while the sophisticated technology carries out the other demands. The customer centres are equipped with intelligent point of sale systems from Lufthansa Systems in Berlin. These systems directly fulfil all customer wishes from product purchase through to reimbursement for unused tickets.

Concept for more competition in local rail transport With its ÑRheinland-Pfalz-Taktì, the Rhineland Palatinate has developed a nationwide pilot project extending services by 50 per cent since 1994 and increasing passenger mileage by approximately 90 per cent during the same period. In order to strengthen this position, the Land is systematically encouraging competition. In future, emphasis is to be placed on putting networks out to tender and structuring the tendering procedure in two stages. The initial stage involves putting the vehicles and their maintenance out to tender for a network section. Then, in a second stage, contracts are to be awarded to competitors for operating services. This will result in the use of vehicles that are neutral in their effect on competition and which will be operated for the full duration of their service life.

Prospects for the railways in Schleswig-Holstein In its railway policy, the Schleswig-Holstein Land government essentially aims to make passenger rail transport more attractive, strengthen competition, modernise the rail network and shift goods traffic onto the railways. Rail links throughout the Land are to become more attractive by reducing main track speed restrictions and by expanding routes. As part of the planned Schleswig-Holstein tariff and in the course of extending Hamburgís multimodal transport network in the future into Schleswig-Holstein, it is planned to create standardised, simpler and clearer fare structures. Bids having already been requested, the aim is to gradually open up all local transport networks to competition over the course of the next few years.

Revenue allocation fallacy The allocation of fare revenue is one of the central tasks of the multi-modal transport operators. After almost 35 years multi-modal transport operators in Germany, there is still a striking contradiction between the demands ñ not least the subject of current debate ñ that are made on the methods applied for allocating revenue and actual practice followed by operators. Those methods that simply ignore the earning-power levelling effect of flat tariffs as well as the principal fundamental ideas and specifics of the multi-modal transport systems appear particularly dubious. It is to be hoped in future that greater consideration will be given to the nature of multi-modal transport operators and to the possibilities of employing methods that appropriately take into account the complex relationships.
